The European Union has recognized this problem. The RGPD (GDPR) was the first major salvo: the assertion that personal data has rights. DORA followed, requiring financial institutions to demonstrate true operational resilience across their ICT infrastructure. The EU AI Act establishes guardrails for artificial intelligence. Gaia-X aims to define a sovereign cloud framework.

But regulation alone does not create sovereignty. You cannot regulate your way out of a dependency if no alternative exists.
